Technological Education (TE) Professional Rights

According to the provisions in force for the specialty of Engineers of Technological Education (TE), the corresponding rights of Sub-Engineers “apply”, as described in B.D. 657/Government Gazette 227/24-10-70 issue A. During the year 2010 there was a public consultation with the aim of modernizing these rights.

The Royal Decree 657/Government Gazette 227/24-10-70 issue A includes the following articles:

Article 1

Sub-engineers Mechanical engineers graduated from a Higher Technical School, if they obtain their degree, have the rights in the following articles 2, 3, 4 and 5.

Article 2

Preparation of studies of mechanical installations according to the 24.11.53 81 (Government Gazette 346/53) “on the amendment and completion of the 16.3.50 B.D. on the division, classification and inventory of Mechanical Installations, on permits for drawing up studies of Mechanical Installations, supervision of their operation” as long as:

  1. Their motive power does not exceed 50 hp (not including the reserve).
  2. The installation does not have its main steam boiler, in accordance with no. 277/63 Royal Decree (Government Gazette 65/1963) “on steam boilers, their installation and operation”, Category 3.
  3. Η εγκατάστασις δεν διαθέτει κεντρικήν θέρμανσιν μείζονα των 40.000 θερμομονάδων (Kcal/h).
  4. The amount of stored liquid fuel does not exceed 250 cubic meters (m3).
  5. It is not a facility for the production of explosives or the storage and bottling of liquid gases.

Article 3

Supervision of the execution of mechanical installations according to the above from 24.11.1953 Royal Decree, as long as:

  1. Their motive power does not exceed 200 hp (not including the reserve).
  2. The installation does not have its main steam boiler, in accordance with the provisions of the above no. 277/1963 B.D., 2nd Category.
  3. The facility does not have central heating greater than 150,000 thermal units (Kcal/h).
  4. The amount of stored liquid fuel does not exceed 1,000 cubic meters (m3).
  5. It is not a facility for the production of explosives or the storage and bottling of liquid gases.

Article 4

Supervising the operation of mechanical facilities according to the above from 24.11.1953 Royal Decree, as long as :

  1. Their motive power does not exceed 300 hp (not including the reserve).
  2. The installation does not have a steam boiler, therefore, in accordance with the provisions of the above no. 277/1963 B.D., characteristically exceeds no. 1,000.
  3. The facility does not have central heating of more than 400,000 thermal units (Kcal/h).
  4. The amount of stored liquid fuel does not exceed 10,000 cubic meters (m3).
  5. It is not a facility for the production of explosives or the storage and bottling of liquid gases.

Article 5

  1. Supervision of the operation and maintenance of engines with a power of up to 800 hp, A, B, and C specialty according to the provisions of 30.1-5.2.1937 “on supervision of the operation and maintenance of engines and steam boilers”.
  2. Supervising the operation and handling of a steam boiler with a heated surface of up to 300 square meters according to its provisions from 11.3-4.4.1955 Royal Decree (Government Gazette 82/55) “on supervision of the operation and handling of steam boilers”.
  3. Supervision of the operation, handling and maintenance of machinery for the execution of technical works according to the provisions of 4-5.10.1951 B.D. (Government Gazette 272/51) “on supervision of the operation, handling and maintenance of machinery for the execution of technical works” of up to 600 hp.
  4. Supervising the operation of the mechanical installation as co-responsible for an eight-hour operation (prison) after the person exercising the responsible supervision of the above operation of the installation according to article 17 of 24.11.1953 B.D. (will be published in the next issue).

Article 6

The aforementioned Sub-Engineering Mechanical Engineers of the Higher Technical School, after three years from the acquisition of their diploma, have the following articles 7, 8, 9 and 10 rights.

Article 7

Preparation of studies of mechanical installations according to the above from 24.11.1953 Royal Decree, as long as:

  1. Their motive power does not exceed 200 hp (not including the reserve).
  2. The facility does not have central heating of more than 160,000 thermal units (Kcal/h).
  3. The installation does not have a steam boiler, therefore, according to the provisions of the above no. 277/1963 Royal Decree, typically exceeds the number of 200.
  4. The amount of stored liquid fuel does not exceed 1,000 cubic meters (m3).
  5. It is not a facility for the production of explosives or the storage and bottling of liquid gases.

Article 8

Supervision of the execution of mechanical installations according to the above from 24.11.1953 Royal Decree, as long as:

  1. Their motive power does not exceed 400 hp (not including the reserve).
  2. The installation does not have a steam boiler, therefore, in accordance with the provisions of the above no. 277/1963 N.D., typically exceeding the number 400.
  3. The facility does not have central heating of more than 500,000 thermal units (Kcal/h).
  4. The amount of stored liquid fuel does not exceed 4,000 cubic meters (m3).
  5. Δεν πρόκειται περί εγκαταστάσεως παραγωγής εκρηκτικών υλών ή εναποθηκεύσεως και εμφιαλώσεως υγραερίων.

Article 9

Overseeing the operation of mechanical facilities as per the above from 24.11.1953 Royal Decree, as long as:

  1. Their motive power does not exceed 600 hp (not including the spare one)
  2. The installation does not have a steam boiler, therefore, according to the provisions of the above no. 277/1963 Royal Decree, typically exceeding the number of 3,000.
  3. Η εγκατάστασις δεν διαθέτει κεντρικήν θέρμανσιν μείζονα των 1.600.000 θερμομονάδων (Kcal/h).
  4. The amount of stored liquid fuel does not exceed 20,000 cubic meters (m3).
  5. The capacity of the tanks of the gas storage and bottling facility does not exceed 500 cubic meters (m3).
  6. Η ποσότης των παραγομένων εκρηκτικών υλών, δεν υπερβαίνει τα 2.000 χιλιόγραμμα ημερησίως.

Article 10

  1. Elaboration of a study of Class C steam boilers according to the provisions of the above no. 277/1963 Royal Decree.
  2. Supervising the operation and maintenance of engine power up to 2,000 hp, A’, B’ and C’ specialty according to the provisions of the above from 30.1-5.2.1937 Royal Decree.
  3. Supervision and operation and handling of a steam boiler with a heated surface of up to 600 square meters according to the provisions of the above from 11.3-4.4.1955 Royal Decree.
  4. Overseeing the operation and maintenance of machinery for the execution of technical works, power up to 2,000 hp according to the provisions of the above from 4-5.10.1951 Royal Decree.
  5. Carrying out expertise and assessment on mechanical installations so that they have the right to supervise operation.

Article 11

For sub-engineers of another specialty, graduates of higher Technical Schools are provided after examinations.

  1. According to the provisions of the above from 24.11.1953 Royal Decree engineer design license after five years of service as a designer, after obtaining the degree in factories or technical offices, of which at least one year in the requested specialty.
  2. According to its provisions from 24.11.1953 Royal Decree 3rd class maintenance license after two years of service on facilities, after obtaining the degree, at least half of it in the requested specialty.
  3. According to the provisions of the above from 30.1-5.2.1937 Royal Decree license of practical engine mechanic C’ classes A’, B’ or C’ specialty after two years of service on a motor engine with a power of at least 25 hp, after obtaining the degree, of which at least half is in the requested specialty.

Article 12

In the Regional Services of the Ministry of Industry, a register of sub-engineers graduated from Higher Technical Schools is kept.

Article 13

The validity of the present starts one month from the publication in the Government Gazette.
To the Acting Minister for Industry, we entrust the publication and execution of this Royal Decree.

Additional Professional Rights

In addition to the previous provisions, decrees have been issued from time to time that grant additional professional rights to graduates of the T.E.I. Department of Mechanical Engineering, as follows:

  • With the Presidential Decree 420/87 (after obtaining a license in accordance with Presidential Decree 511/77) the possibility of executing and operating Electromechanical installations for liquid and gaseous fuel burners is given.
  • Arson : Study, supervision, execution of detection and active extinguishing in accordance with the fire regulations 3/1981 article 13c, 8/1997 Official Gazette 168 B’ and Presidential Decree 374/88 Official Gazette 168 A΄.
  • Refrigeration facilities : according to the P.D. 87/1996 Official Gazette 72A, articles 7 and 10.
  • Car workshops : According to Law 1575/85, it is possible to obtain a “Car Mechanic” License.
  • Thermohydraulic installations : Self-right without limitation according to the Presidential Decree 55/Government Gazette 44A΄ /1-3-2000.
  • Elevators : With the joint Ministerial Decision: no. o/m. 3899/253/Φ.9.2/ΕΚ 291 Issue B΄/8-2-2002 “Installation, operation, maintenance and safety of elevators”. TEI Mechanical Engineers undertake independently or without conditions for the first time activities, which are an integral part of the overall treatment of an elevator project.

Particularly:

– In article 3 it is now clearly given to Electrical Engineers T.E.I. the right to install and sign Temporary Electrification Declaration for trial lift operation for which they were foreseen, but after similar prior service.

– In APPENDIX I, §11 “MAINTENANCE”: TEI Mechanical and Electrical Engineers now acquire the right to undertake autonomously as workshop leaders the maintenance of Elevators (either to prevent accidents or to recheck proper operation) and for which until the publication of the above Official Gazette, such a thing was not clearly foreseen.

  • Health and Safety at Work: In accordance (a) with the provisions of paragraph 5 of article 5 and paragraph 1 of article 12 and paragraph 2 of article 14 of Law 1568/85 “Health and Safety of employees” (Government Gazette 177/18.10.85), (b) based on the Decree 294/88 (Government Gazette 138/A/21-6-1988) Mechanical Engineering graduates of TEI departments can take on the duties of a Security Technician either as salaried employees in a company or as freelancers.

LICENSE TO PRACTICE

The initial License to practice the profession of Mechanical Engineer is acquired automatically by the Directorate of Industry immediately upon receipt of the degree. After three years from the acquisition of their degree, TE Mechanical Engineers automatically obtain the final Mechanical Engineer license .

Registration in the Association of Greek Technological Engineers (AGTE) is necessary for:

  1. The Issuance of the AGTE Engineer Registration Number.
  2. AGTE certificates requested by SERVICES, such as:
  • Starting a career at Public Finance Service.
  • Electrification Certificates for Public Power Corporation.
  • Certificates that they have not fallen into Disciplinary offenses during the exercise of their profession in order to take part in Public tenders.

Certificates for retirement from Insurance Fund of Engineers and Contractors, etc.
